Study on the Cross-village Realization Path of Rural Residential Land Qualification Right in Pilot Areas:A Case Study of Randeng Community in Fengyang County,Anhui Province
The purpose of this study is to explore the cross-village guarantee mechanism of rural residential land qualification right in the context of the new round of residential land system reform to provide the useful reference for pilot areas to explore various realization forms of rural residential land qualification right and deepen the reform of rural residential land system.The research methods are as follows.Based on the investigation of Randeng community in Xiaoxihe Town,Fengyang County,Anhui Province and from the perspective of common pool resources management,using the IAD analysis framework,the realization path to the cross-village compensated rural residential land qualification right in pilot areas are analyzed by using the IAD analysis framework.The research results show that scientific and reasonable village planning is the prerequisite for farmers to realize the qualification right of rural residential land with cross-village compensation.The rule structure that restricts the behavior of each subject under different action situations is the key to realize the right of rural residential land qualification with cross-village compensation.The Standing Council of Rural Residential Land Affairs actively acts as an important driving force in the process of realizing the rural residential land qualification right with cross-village compensation.In conclusion,during the reform of rural residential land system,the preparation of multiple village planning should be promoted,the role of villagers'autonomy should be exploited,and various realization forms of rural residential land qualification right under the framework of tripartite entitlement system of rural residential land should be further explored in pilot areas.
