How to Embed Capital into Rural Spatial Cooperative Governance System:The Experience of Shanghai Xiangyue Huating Project
The purposes of this study are to view urban industrial and commercial capital as one of the key entities promoting rural transformation and spatial reconstruction,and to explore the rural spatial cooperation governance mechanism against the background of capital flowing into the countryside,to provide the reference for improving the efficiency of rural spatial governance.The research methods include theoretical analysis,case studies and interviews.The results show that 1)the planning process should be based on the principle of"consultation and autonomy",allow capital to participate in the village planning work,realize the sharing of spatial allocation rights between government and enterprises,and adjust the planning flexibly with the guidance of"demand prioritization".2)The consolidation process should be based on the premise of"equal status"to reconstruct the right to use space and clarify the principal-agent relationship between multiple subjects.3)The operational process should refine the spatial profit rights,adhere to a"consistent distribution of rights and responsibilities"of revenue distribution,and avoid potential risks of capital-led operations by reshaping trust mechanisms.In conclusion,rural spatial governance is an integrated action of planning,consolidation and operation,in which the multiple stakeholders participate widely.Based on the concept of cooperative governance,capital is embedded into the rural spatial governance system from the above three aspects,and the reconstruction of rural spatial allocation rights,use rights and revenue rights is a feasible strategy to promote comprehensive rural revitalization through market forces.
