Key Stages and Implementation Paths of Ecological Products Value Realization through Natural Resources Management Innovation
The purpose of this study is to reveal the relationship between ecological products value realization and natural resources management,to explore the stages and paths of natural resources management innovation that realize ecological products value.The research methods include theoretical analysis,case analysis and inductive deduction.The results show that natural resources management innovation promotes the process of discovery,capture,enhancement,realization,utilization and re-enhancement of ecological products value through elementalization,spatialization,marketization and quality improvement.Investigation,planning,accounting and evaluation,resources allocation and supply capacity promotion are the five key stages to promote ecological products value.It is necessary to carry out a regional and hierarchical census of ecological product information based on the investigation.The planning-led mechanism can be established by improving the contents of territorial spatial planning and conducting research and exploration on the plans for state-owned natural resources assets protection and use and the special planning for ecological products.The concept of"standard ecological products"can be introduced and a benchmark price system and a price publicity system for ecological products are expected to be established.The separation of ownership and use rights of natural resources assets can be promoted,with the enriching allocation rules.The remediation and restoration can be taken as the starting point to improve supply capacity and quality and increase premium level.In conclusion,deepening the innovation of management methods,policies and mechanisms based on the"1+5+N+1"natural resources management innovation logic are the key and important direction to accelerate the transformation of ecological resources assets value and to maintain and increase the value.
