Theoretical Connotation,Functional Mechanism and Compilation Logic of Natural Resources Assets Planning
The purposes of this study are to analyze the connotation of natural resources assets planning,to clarify the planning positioning,level and classification,to analyze the mechanism of planning that guides the realization of natural resources assets value and to propose the planning logic.The research methods used include theoretical analysis,practical case analysis and induction and deduction.The results show that natural resources assets planning is a process that different entities make overall arrangements for the goals,directions and spatial timing of the protection and use of natural resources assets within the scope of their rights and responsibilities,based on the premise of territorial spatial planning and use control and the fundamental objectives of efficient assets allocation,comprehensive benefit maximization and owner income optimization.It is the special planning of the national development planning system,including national,provincial,municipal and county level,assets planning,thematic planning and allocation unit planning.Assets consolidation,assets allocation and assets management are the key tasks of planning.Through the implementation of planning,we can promote the capitalization of natural resources,capital capitalization,capital transaction and products service capitalization to realize the evolution of natural resources assets,presenting"existence value-use value-factor value-exchange value".Under the principle of"overall management and protection,overall configuration,and unified rights,responsibilities and interests",the planning can be carried out from four dimensions,i.e.,goal orientation,zoning control,strategic traction and coordinated implementation.In conclusion,natural resources assets planning is the key to guide the realization of the whole chain management of natural resources assets,featuring"clear rights-high quality supply-market allocation-value manifestation-operation management-income distribution-systematic supervision".It is an important bridge to promote the coordination of double-unification from the perspective of assets value realization.The planning system needs to be improved timely to coordinate the trial compilation of planning at all levels.
