New Quality Productive Force Development and Land Resource Allocation:Historical,Theoretical and Practical Logics
The purpose of this study is to systematically explain the historical,theoretical and practical logics of the development of new quality productive force(NQPF)and land resources allocation(LRA),to provide beneficial references for optimizing LRA in the new situation.The research methods of theoretical analysis and logical reasoning were applied.The results indicated that:1)land resources are the basic elements constituting productivity,with their role and function increasingly expanded and strengthened along with the civilization's progress.The LRA and the NQPF have a historical logic of continuity and evolution with the times.At the same time,the LRA is closely related to the growth of social productive forces and reforms in social systems.2)Judging from the operating mechanism,the mechanisms of efficient competition,orderly control,balanced synergy,fair assignment,and intelligent decision-making are required between LRA and NQPF.These mechanisms could be further summarized into five theoretical logics:market,government,integration,sharing and emergence.3)Internationally and domestically,the NQPF and the LRA show the logic of co-promotion of two-way empowerment.Also,they follow the differentiated logic of adapting to local conditions,the forward-looking logic of dynamic extrapolation,and the safety logic of building a solid bottom line.In conclusion,the NQPF and the LRA are mutually reinforcing twin bodies,with the historical,theoretical and practical logics transforming as the productive forces develop.Thus,continuous optimization of the LRA and deepening land institution reform to better serve the NQPF's value orientation would be necessary in the future.
