County-level Natural Resources Assets Planning:Logical Orientation,Core Work and Allocation Path
The purpose of this study is to explore the intrinsic connection between logical orientation,core work and allocation path of county-level natural resources assets planning(NRAP)in response to the requirement of integrating consolidation and allocation,to provide theoretical support and practical references for the implementation-oriented NRAP in county level.The research methods include comprehensive analysis,induction and deduction.The research results show that 1)orientation of the county level is defined as the connection of superior and local levels in the NRAP system,which plays as the bottom role of the preceding hierarchical system comprised of provincial,municipal and county levels,undertakes the task of refining value guidance and implements index assessment through the vertical transmission.In addition,it arranges the differentiated space of assets consolidation and allocation through the multidimensional system composed of county scale,allocation unit,allocation cluster and consolidation unit.2)To fulfill the above task,county-level NRAP is requested to set up a coherent chain for the realization of assets value,containing core work of assets organization,potential evaluation,zoning,consolidation arrangement,allocation guidance and efficiency analysis.3)Diversified combination of profitable and public assets during the procedure of allocation guidance has achieved the symbiosis goal of economic,social and environmental values,which needs to be accompanied by differentiated allocation paths,such as"classification&combination",zoning guidance,ecological product value exploration,etc.In conclusion,detailed instructions for optimal allocation,scientific protection and efficient utilization are urgently required for county-level NRAP to conduct the operation of assets preservation and appreciation.
