Innovative Allocation of Land Element to Ensure the Development of New Quality Productivity:Theoretical Logic,Basic Pattern and Pathway Mechanisms
The purposes of this study are to analyze the theoretical logic of land element in supporting the development of new quality productivity,to investigate the demand for land element in fostering new productive productivity,and to explore the implementation paths and mechanisms for innovatively allocating land element to ensure such development.The research methods include literature review and comprehensive analysis.The research results show that:1)the development of new quality productivity,underpinned by land element,adheres to various logics including promoting innovation in production element to drive new quality productivity,aligning industrial structure with land use structure,matching demand and supply of land element,and adapting to new production relations.2)Four basic patterns emerge in the development of new productive productivity.The digital virtual production pattern necessitates digital industry support space,special needs assurance space and livable and working compound space.The green low-carbon production pattern requires recycle production space,clean energy supply space and industrial pollution control space.The intelligent manufacturing production pattern demands intensive and efficient production space,flexible and dynamic adjustment space and multi-dimensional functional fusion space.The network-linked production pattern relies on logistics warehousing and distribution space,free functional group space and multiple subjects share space.3)Innovative allocation of land element requires accurate quantity assurance to meet the demand for new quality productivity,spatial coordination in layout,dynamic adaptation to changes over time,and the new quality productivity development ensured by planning guidance,market decisions and social co-governance mechanisms.In conclusion,innovative allocation of land element is the key to ensuring the spatial location of new quality productivity,and it is also an important means to optimize its layout.During the process of developing new quality productivity,it is necessary to deepen the understanding of its connotation,to continuously refine the production pattern amidst complex,changeable,and dynamic development,and accurately identify the specific needs of different production patterns.This enables the continuous optimization of the implementation path and mechanism for innovatively allocating land element,effectively clearing bottlenecks in its development,and promoting its vigorous growth.
