Governance System Establishment of Land Saving and Intensive Use
The purpose of this study is to establish a comprehensive governance system for land saving and intensive use under the background of modernization of governance system and governance capacity in China.The research methods of literature review and inductive analysis are employed.The research results show that 1)the governance system for land saving and intensive use from the perspective of state governance is based on the modern concept of resource conservation and intensive use and involves the participation of multiple subjects,by using effective means,e.g.,administration,economic tools,legal system and technologies to achieve scientific,coordinated,precise and intelligent land governance through the interactive mechanism.2)In practice,the governance of land saving and intensive use faces challenges,such as the misalignment between the concept and practice,relationship coordination of governance subjects,insufficient supply of refined institutional systems,and the need for innovative governance approaches.3)The establishment of a scientific,coordinated,precise and intelligent governance system for land saving and intensive use requires promoting the implementation of the modern concept of land saving and intensive use,optimizing multi-stakeholder collaborative governance,the improvement in institutional system,and enhancing intelligent governance capabilities.In conclusion,land saving and intensive use need to be deeply advanced with a modern governance thinking to construct an adaptive governance system to promote the governance practice of land saving and intensive use.
