The Management System of State-owned Natural Resources Assets with Chinese Characteristics:Theoretical and Practical Synergy
The purpose of this study is to observe,interpret,and forecast the current management system of natural resource assets in China,providing a reference for constructing a management system for state-owned natural resource assets with Chinese characteristics,based on the perspectives of participants at the May 2024 workshop on"Theory and Practice of the Realization of the Value of Natural Resource Assets".The research method is to construct an analytical framework for the division of responsibilities between central and local governments and conducts a review of perspectives and literature.The research results show that:1)the practice of managing natural resource assets in China faces the particularity of public ownership and unitary system,while also encompassing the general knowledge of central-local relations,incentive and regulatory mechanisms.2)The principal-agent mechanism is a central-local division mechanism with Chinese characteristics,combining the advantages of administrative and civil entrustment,yet facing varying local attitudes and actions.3)Establishing and improving the realization of the value of natural resource assets is an effective incentive mechanism for local governments.China has preliminarily formed a full-chain management system.4)Establishing and improving vertical and horizontal constraint mechanisms are important regulatory mechanisms for local governments.In conclusion,a management system for natural resource assets owned by all people with Chinese characteristics has been initially established,but further improvements are needed in the institutional construction of differentiated central-local division mechanisms,allocation schemes,pricing systems,income distribution,and social supervision.
