Theoretical Logic and Path Construction of Territorial Space Governance to Promote Urban-rural Integrated Development
The purposes of this study are to explore the spatial blocking contradictions of urban-rural integrated development and its logical correlation with territorial space governance,and to propose feasible paths,to provide a basis for optimizing urban-rural relations and promoting Chinese-style modernization.The research methods include theoretical analysis and literature review.The results show that the strategic orientation of territorial space governance to promote urban-rural development has gone through three stages,i.e.,the socialist modernization construction stage aiming at economic growth,the socialist harmonious society construction stage aiming at coordinate economic and social development,and the ecological civilization construction stage aiming at high-quality development of economy,society and ecology.The urban-rural integrated development is confronted with the spatial blocking contradictions,such as the separation of urban and rural material space,the ambiguity of rural space ownership relationship,the poor rural spatial organization system,and the difference in urban and rural space use control.The internal consistency of implementation measures and goals and visions of territorial space governance and urban-rural integrated development builds the correlation logic of the two,and the interaction of implementation effects determines the realism of the correlation between the two.In conclusion,the promotion of urban-rural integrated development by territorial spatial governance should be based on the overall planning of spatial planning layout,resource allocation,development opportunities,and order coordination,by optimizing the functional system of urban-rural spatial structure,improving the ownership relationship of rural spatial organization,and innovating the urban-rural space use control mechanism to build a spatial overall spatial governance framework for urban-rural integrated development,and shape a new pattern of urban-rural spatial development.
