Multi-layer Network Perspective on Comprehensive Land Consolidation:A Study of Multi-subject Collaborative Governance
The purposes of this study are to understand the underlying logic of multi-subject collaborative governance in comprehensive land consolidation using collaborative governance theory and to explore the formation mechanism of multi-subject collaborative governance in comprehensive land consolidation from the perspective of a multi-layer network,to provide theoretical and practical references for promoting high-quality development of comprehensive land consolidation.The research methods include theoretical analysis,social network analysis and multi-layer exponential random graph model.The results show that:1)the diversity and heterogeneity of government functions promote governmental collaborative governance,but do not exclude the establishment of collaborative relationships between government subjects with similar functions.2)The diversity and heterogeneity of non-governmental subjects'consolidation tasks hinder non-governmental collaborative governance,while the similarity of consolidation tasks promotes non-governmental collaborative governance.3)Governmental collaborative governance and non-governmental collaborative governance mutually promote each other,and relationship dependency hinders the establishment of new collaborative governance relationships among multiple subjects.In conclusion,multi-subject collaborative governance is an effective governance innovation that promotes comprehensive land consolidation.It is necessary to improve the multi-subject collaborative governance mechanism according to the functional characteristics,task characteristics and relationships among different subjects.
