Evolution Analysis of Land Policy Objectives and Policy Tools in Urban Renewal:A Case Study of the"Three Olds"Renewal in Guangdong
The purposes of this study are to construct a theoretical analysis framework of"policy environment-policy objectives-policy tools"based on the policy process theory,to systematically analyze the evolution of land policy in urban renewal,and take Guangdong's"Three Olds"renewal as an example to observe the practice of policy objective transformation and policy tool adjustment after policy environment changes in attempt to summarize the regularity of land policy evolution in urban renewal and provide the references for policy formulation in other regions and at the national level.The research methods include comparative analysis,historical analysis and empirical analysis.The results indicate that as the urban renewal proceeds,the goals of land policy in Guangdong's"Three Olds"renewal gradually shift to supporting the development of physical industries,promoting coordinated development,safeguarding public interests,government-led land readjustment,introducing compulsory judicial guarantees,and incorporating into the legal track,with policy tools being adjusted and optimized,accordingly.In conclusion,the evolution of land policy goals and policy tools in urban renewal is gradual,reflects problem-oriented and development-oriented approaches,continuously strengthens the role of a proactive government,and promotes the orderly and fair allocation of social public resources.
