Implementation Logic and Optimization Countermeasures of Comprehensive Land Consolidation Based on Discretion:Comparative Case Studies of Four Districts in Ningbo City
The purposes of this study are to take the pilot project of comprehensive land consolidation in Ningbo City as a case study,to explore the influence mechanism of the differences in the effectiveness of the local governments' use of discretion to implement comprehensive land consolidation,and to provide a reference for improving the effectiveness of the consolidation and the realization of rural revitalization and common prosperity. The research methods include case study and comparative analysis. The results show that:from the analysis of the economic and social motivation of local governments,under the task of the same level of political potential,the degree of interest fit and transformational leadership affect the behavioral orientation and action effectiveness of the local governments' use of discretion to strategically implement decisions made by superiors. Accordingly,four action strategies for the implementation of comprehensive land consolidation by local governments are delineated,i.e.,creative implementation,adaptive implementation,administrative implementation and symbolic implementation. In conclusion,it is necessary to accurately grasp the actual needs of regional development,effectively guide practice with more targeted and scientific top-level design,improve the alignment between policy objectives and the interests of local governments,strengthen the training of transformational leadership of local governments,and regulate the use of local governments' discretion. These initiatives are pivotal for bolstering the momentum of policy implementation,optimizing the effectiveness of comprehensive land consolidation,and promoting regional coordination and high-quality development.
