The Impact and Mechanism of Comprehensive Land Consolidation on Rural Transformation and Development in Resource-based Areas:Empirical Analysis Based on Micro Survey Data of Farmers
The purpose of this study is to explore the mechanism of comprehensive land consolidation (CLC) on rural transformation and development (RTD) in resource-based areas,to provide decision-making reference for the high-quality collaborative promotion of CLC and RTD. The research methods are as follows. Based on the conceptual connotation of RTD,this study investigates the mechanism of CLC on RTD in four dimensions,i.e.,population,land use,industrial development,and human settlement environment. Then,the empirical research is conducted by the questionnaire data of farmers in Jiawang District and Pei County of Jiangsu Province,and Tengzhou City and Weishan County of Shandong Province. Moreover,the entropy-weight TOPSIS is used to measure RTD levels and the Differences-in-Differences model is used to demonstrate the mechanism of CLC on the RTD and the heterogeneity. The results showed that:1) the CLC in resource-based areas activates the core elements of rural population,land,industry and human settlements through farmland consolidation,construction land consolidation,mining area land consolidation and environmental consolidation and characteristic village consolidation,which plays a positive role in promoting RTD. 2) The effects of CLC on the RTD are different,as shown by the transformation of human settlements (0.370)>land use transformation (0.276)>population transformation (0.048)>industrial development transformation (0.006). 3) From the perspective of different types of farmers,part-time farmers have the strongest effect,relocation farmers are the second,and traditional farmers are the worst. Therefore,we should leverage the role of CLC in resource-based areas to promote RTD,and fully consider the willingness of different types of farmers,develop differentiated and distinctive rural transformation roads according to local conditions,and promote the comprehensive rural revitalization.
