Spatiotemporal Characteristics and Influencing Factors of the Diffusion of the"Area-based Evaluation Mechanism"Policy for Industrial Land:An Event History Analysis Based on 273 Prefecture-Level Cities
The purpose of this study is to investigate the spatiotemporal characteristics and influencing factors of the diffusion of the"area-based evaluation mechanism"policy for industrial land,to provide insights into the behavioral logic behind local governments'policy innovation and adoption and to extend the application of policy diffusion theory to the field of urban land management.The research method of the event history analysis is adopted based on the data of 273 prefecture-level cities in China from 2013 to 2021.The research results show that:1)the diffusion of the"area-based evaluation mechanism"policy for industrial land exhibits a stepwise diffusion pattern over time.Spatially,the diffusion generally extends from the eastern region to the central and western regions,showing a clear neighboring effect,with an uneven spatial distribution.2)The key factors affecting the diffusion of the"area-based evaluation mechanism"policy at the prefecture level include constraints on land quotas,local fiscal conditions,pressures from higher government levels,competition among peer governments and ages of officials.However,factors such as per-acre industrial output and officials'tenure are not significant.In conclusion,local governments should optimize horizontal and vertical intergovernmental relationships and standardize policy formulation and innovation procedures based on the actual development of the region.The reform of"area-based evaluation mechanism"should be launched according to local conditions through optimizing the policy system to respond to the governance needs of industrial land allocation.
