The Effective Mechanism for Realizing Collective Ownership of Rural Residential Land:A Case Study Based on the Comprehensive Interaction between the Government and Villagers
The purpose of this study is to investigate the mechanisms for the effective realization of collective ownership of rural residential land in the context of current policies that aim at strengthening rural collective economic property rights and improving their operation.The research methods include theoretical analysis and case study.The research results show that the effective realization of collective ownership of rural residential land is a comprehensive process involving the interaction between the government and villagers.This process spans three main areas,i.e.,competition of ideas,interest negotiation and regulatory responses,and encompasses eight key dimensions,i.e.,ownership concepts,utilization concepts,exercising entities,property rights system,management methods,housing security,benefit distribution and benefit usage.Although the reforms in pilot cases from both the underdeveloped and developed regions differ,they all revolve around these eight dimensions and involve the practical exploration and effective interaction with villagers,realizing collective ownership of rural residential land to different extents.It concludes that the interaction between the government and villagers across these eight dimensions constitutes the necessary conditions for the effective realization of collective ownership of rural residential land.Other regions can adopt this set of conditions to implement locally appropriate comprehensive reform measures,fostering the interaction between the government and villagers,and thereby achieving the effective realization of collective ownership of rural residential land.
