摘要
当前我国正处于经济恢复和转型升级的关键期,明年是实施"十四五"规划的关键一年.要坚持以习近平新时代中国特色社会主义思想为指导,坚持稳中求进工作总基调,坚持将高质量发展作为首要任务,不断巩固和增强经济回升向好态势.建议:加大宏观政策逆周期和跨周期调节,强化引导市场预期;坚持创新驱动,引领现代化产业体系建设;提升居民消费能力和消费意愿,稳步恢复和推动消费;聚焦重点领域,积极恢复和扩大有效投资;促进外资外贸发展,构建高水平对外开放格局;防范潜在风险,保障高质量发展.
Abstract
At present,China is in a critical period of economic recovery and transformation and upgrading,and next year is a key year for the implementation of the"14th Five-Year Plan".We will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,adhere to the general principle of seeking progress while maintaining stability,take high-quality development as our top priority,and continue to consolidate and strengthen the momentum of economic recovery.Suggestions are put forward:we should strengthen counter-cy-clical and cross-cyclical adjustment of macro policies and strengthen guidance of market expectations;we need to have unleashed the power of innovation,leading the construction of a modern industrial system;we will increase people's ability and willingness to consume,and steadily restore and promote consumption;we will focus on key ar-eas and actively restore and expand effective investment;we should promote the development of foreign investment and trade,and build a high-level opening up pattern;we will prevent potential risks and ensure high-quality de-velopment.
