摘要
政府购买社区公共服务是转变政府职能、建设服务型政府的重要途径,是提升社区服务质量和提高国家治理能力的必然要求,有利于提高政府管理和服务社会效率,能有效发挥社会力量在提供公共服务、改善社会治理方面的作用.为此,致公党中央与财政部组成联合调研组开展"完善政府购买社区公共服务,提升社区服务质量"的调研,从构建全方位的管理体系、筑牢政府购买社区公共服务之基,强化多维度的经费保障、扩大政府购买社区公共服务之源,采取创新性的配套措施、促进政府购买社区公共服务之路等三个方面提出意见建议.
Abstract
Government purchase of community public services is an important way to transform government functions and build a service-oriented government.It is also an inevitable requirement to improve the quality of community services and the capacity of national governance.It is conducive to improving the efficiency of govern-ment management and social service,and can effectively play the role of social forces in providing public services and improving social governance.To this end,the Central Committee of China Zhigong Party and the Ministry of Finance formed a joint research group to carry out research on"Improving the government's purchase of community public services and improving the quality of community services".Suggestions are put forward from three aspects:building a comprehensive management system for a solid foundation of the the Government's Purchase of Community Public Services,strengthening multi-dimensional funding security to expand the source of government purchase of community public services and adopting innovative supporting measures to promote the government's way of purcha-sing community public services.
