摘要
今年3月至5月,致公党中央聚焦"完善基础制度,疏通建设全国统一大市场堵点"开展年度重点调研.调研发现,全国统一大市场建设取得积极进展,但在产权保护、市场准入、公平竞争、社会信用、市场监管、要素市场化配置等方面仍存在多种堵点,影响经济良性循环.为此建议:完善市场基础制度,完善市场监管体系,改革政绩考核、财税、统计核算制度,深化要素市场化配置相关制度,稳妥有序推进全国统一大市场建设.
Abstract
From March to May this year,the Central Committee of China Zhigong Party focused on"Improving Provincial Basic Institutions and Addressing Obstacles in the Construction of a National Unified Market"to carry out annual key investigations.It is found that positive progress has been made in building a national unified mar-ket,but there are still many obstacles in property rights protection,market access,fair competition,social credit,market regulation,and market-based allocation of factors of production,which affect the virtuous economic cycle.To this end,we should improve the basic market system,improve the market supervision system,reform the per-formance assessment,fiscal and taxation,and statistical accounting systems,deepen the relevant systems for the market-oriented allocation of factors,and promote steady and orderly construction of a national unified market.
