摘要
该文以贵州为样本,围绕"完善基础制度,疏通建设全国统一大市场堵点"主题开展调研.梳理了贵州在推进商品和服务市场高水平统一、推进市场监管公平统一、加快营造稳定公平透明可预期的营商环境,及打造统一的要素和资源市场、引导创新要素有序流动和合理配置、促进科技创新和产业升级、赋能新质生产力形成等方面的情况,指出不利于市场建设的障碍和影响国内大循环畅通的堵点,并据此深入思考,提出意见建议.
Abstract
This paper takes Guizhou as a sample to carry out researches themed Improving Provincial Basic In-stitutions and Addressing Obstacles in the Construction of a National Unified Market.After reviewing Guizhou's pro-gress in promoting high-level unification of commodity and service markets,promoting fair and unified market su-pervision,accelerating the creation of a stable,fair,transparent and predictable business environment,building a unified factor and resource market,guiding the orderly flow and rational allocation of innovation factors,promoting scientific and technological innovation and industrial upgrading,and enabling the formation of new quality produc-tivity,etc.,It points out the obstacles that are not conducive to the construction of the market and the blocking points that affect the smooth circulation in China.Based on these researches,some suggestions are put forward.
