摘要
在全球经济一体化和产业结构调整的背景下,中西部承接东部产业转移成为我国经济发展战略的重要组成部分,有助于促进经济均衡发展.中西部地区凭借丰富的资源优势、成本优势、日益完善的基础设施和潜力较大的消费市场,为承接东部产业转移提供了有利条件.然而,产业转移仍面临行政区经济导致的利益藩篱、财税分权制度所引发的利益冲突、产业支持体系滞后以及转移产业低端等问题.为此,该文提出了加强顶层设计、构建全国统一大市场、共建产业转移支持体系、科学规划产业转移、深入贯彻绿色发展等对策建议.
Abstract
In the context of global economic integration and industrial structure adjustment,the central and western regions have undertaken industrial transfer of eastern regions,which has become an important part of China's economic development strategy,and helps to promote balanced economic development.The central and western regions,with their rich resource advantages,cost advantages,increasingly perfect infrastructure and large potential consumer market,have provided favorable conditions for undertaking industrial transfer in the East.How-ever,industrial transfer still faces the problems of interest barriers caused by administrative economy,conflict of in-terest caused by fiscal and tax decentralization system,lagging industrial support system and low-end industrial transfer.Therefore,this paper puts forward countermeasures and suggestions such as strengthening top-level de-sign,building a national unified market,building a support system for industrial transfer,scientific planning of in-dustrial transfer,and in-depth implementation of green development.
