摘要
目前国内数据资产登记体系存在包括登记机构主体差异大、登记标准不一、权威性不足、查询困难以及重复登记等问题,既限制了数据要素的顺畅流通,也影响了我国数据要素市场的完善和数字经济的全面发展.对此,可以通过强化顶层设计、完善法律法规、统一登记标准和流程以及采用"全国平台为主,地方平台为辅"的实施模式,建立全国统一的数据登记平台,以明确数据资产的权属,提高数据交易的透明度和公信力,促进数据要素的市场化配置,为经济社会的高质量发展注入新的活力.
Abstract
At present,there are many problems in the domestic data asset registration system,including large differences in the main body of registration institutions,different registration standards,insufficient authority,diffi-cult query and repeated registration,which not only limits the smooth circulation of data elements,but also affects the improvement of China's data elements market and the comprehensive development of digital economy.In this re-gard,a nationalunified data registration platform can be established by strengthening the top-level design,impro-ving laws and regulations,unifying registration standards and processes,and adopting the implementation model that"national platform is the main and local platform is the supplement",so as to clarify the ownership of data as-sets,improve the transparency and credibility of data transactions,and promote the market-oriented allocation of data elements to inject new vitality into high-quality economic and social development.
