摘要

现代化铁路科技创新体系是铁路"六个现代化体系"的重要组成部分,铁路科技企业作为铁路科技创新的主体,需要创新科研管理模式以适应铁路现代化体系建设的要求.提出一种有组织的科研管理模式定义及主要特征,分析实施这种科研管理模式的意义与难点,并结合实际总结出加强科研顶层设计、强化重点项目牵引、优化科研组织管理3方面的实践经验.梳理实施有组织的科研管理模式1年来的工作,提出必须坚持问题导向、必须坚持开放合作、必须坚持人才为先3方面的启示,为铁路科技企业创新科研管理模式提供借鉴和参考.

Abstract

The modern railway scientific and technological innovation system is an important part of the"six modernization systems"of the railway.As the main body of railway scientific and technological innovation,railway science and technology enterprises need to innovate their scientific research management mode to meet the requirements of railway modernization system construction.This paper puts forward the definition and main characteristics of an organized scientific research management mode,analyzes the significance and difficulties of its implementation,and summarizes practical experience in strengthening the top-level design of scientific research,enhancing the guidance of key projects and optimizing scientific research organization and management according to actual conditions.This paper sorts out the work of implementing organized scientific research management mode in the past year and puts forward enlightenment from three aspects:adherence to problem orientation,open cooperation and talent first,providing reference for railway science and technology enterprises to innovate scientific research management mode.
