摘要
随着铁路企业科技创新深入改革,科技成果转化工作全面推进,对成果转化过程中知识产权管理提出更高要求.以中国铁路北京局集团有限公司为例,分析探索其科技成果转化中知识产权管理存在的不足:高质量知识产权创造能力亟待提升、科技创新知识产权运用效率有待提高、知识产权保护意识还需加强、科技创新专利代理服务机构相对匮乏,在总结现状的基础上,从知识产权高质量创造、高效运用、有效保护与完善管理体系等方面提出知识产权管理优化建议,促使知识产权管理体制机制更好适应科技成果转化的需要.
Abstract
With the in-depth reform of scientific and technological innovation in railway enterprises and the comprehensive promotion of commercialization of scientific and technological achievements,higher requirements have emerged for intellectual property rights(IPR)management.This paper analyzes and explores the deficiencies in IPR management during the commercialization of scientific and technological achievements,taking China Railway Beijing Group Co.,Ltd.as an example.These deficiencies include the urgent need to enhance the ability to create high-quality IPR,improve the efficiency of applying scientific and technological innovation IPR,strengthen awareness of IPR protection,and address the lack of service agencies for scientific and technological innovation patents.Based on the current situation,this paper presents suggestions for optimizing IPR management.These suggestions encompass the areas of high-quality creation,efficient application,effective protection of IPR,and the improvement of the IPR management system.Implementing these recommendations would enable the IPR management system and mechanism to better align with the requirements of commercializing scientific and technological achievements.
