Defect Analysis and Countermeasures for Entrusted Transportation of High Speed Railways
The entrusted transportation management mode has always been adopted for high speed railways in China.In order to further optimize the entrusted transportation management mechanism,improve the management system and enhance the management level,this paper summarizes the existing problems and reasons from three aspects:production layout,operation mechanism and management system,and puts forward targeted improvement measures.By optimizing the management organization,the problem of human resource waste is effectively solved;by implementing operation mechanisms such as centralized collection of equipment maintenance costs,lump-sum use of overhaul and technical renovation costs,and self-purchase and self-storage of spare parts by maintenance units,the disadvantages of multiple collection of equipment maintenance costs,inconsistent"responsibilities,rights and interests"and cumbersome spare parts management process are eliminated;by improving the system of quality assurance for main works,equipment safety accountability and energy saving and consumption reduction assessment,the entrusting parties,entrusted parties and maintenance units are urged to regard equipment quality as a community of interests for all parties,thus making up for management defects such as inadequate accountability and energy waste.
