Research on Establishment and Implementation Path of Process Control System for Railway Safety Governance
As an essential requirement of implementing the overall national safety concept,it is imperative to align the objectives of railway safety governance with the needs of the national development strategy and ensure they serve the national strategy.Through investigation and analysis of the existing railway safety governance in China,it has been determined that further optimization is required in several key areas:theoretical understanding,consciousness transformation ability,and advanced prevention capability.The legal compliance,scheme completeness,process standardization,and scientific effectiveness were taken into comprehensive consideration in light of the characteristics of safety governance in China's railway industry.Based on this,a process control system suitable for China's railway safety governance was established.Moreover,appropriate measures were put forward in terms of legal compliance review,refinement and improvement of system elements,assessment of risk items,improvement of organizational leadership mechanism,and strengthening of information application.These measures aim to further improve the process control of railway safety governance in China,provide theoretical guidance for continuous optimization of the railway safety governance system,and ensure the sustainable stability of railway operation safety in the new era.
