摘要
铁路外部环境是影响铁路运输秩序和运输安全的重要因素,确保铁路外部环境安全综合治理有力有效是保障铁路运输安全的重要内容.从法律法规、部门规章和规范性文件、地方法规规章等方面对铁路外部环境安全治理相关法律法规及文件进行系统梳理,结合当前铁路外部环境安全治理现状,提出当前铁路外部环境安全治理存在的主要问题表现在综合治理机制有待完善、安全治理工作有待优化、重点难点隐患问题有待遏制和部分人员思想认识有待提升几方面,在此基础上提出健全工作机制、压实工作责任、提升共治合力,坚持问题导向、加强防范能力建设、实施常态化管控,加强考核评价、宣传引导、构建长效工作机制等3方面建议.研究成果可为提升铁路外部环境安全综合治理能力提供参考.
Abstract
The external environment plays a significant role in influencing railway transport order and safety.Guaranteeing the efficient and comprehensive management of railway external environmental safety is a pivotal element in ensuring railway transport safety.This study systematically collated normative documents for the management of railway external environmental safety,including laws and regulations,departmental rules and normative documents,as well as local regulations and rules.In consideration of the current situation of the management of railway external environmental safety,the main problems existing in the current management of railway external environmental safety were proposed as follows:The comprehensive management mechanism needs to be improved;the safety management work is inadequate;key and difficult hazards are not eliminated;and some staff members need to improve themselves in their thinking.On this basis,suggestions were put forward in three aspects:(1)improving the working mechanism,ensuring work responsibilities are fulfilled,and enhancing joint management;(2)adopting a problem-oriented approach,strengthening prevention capacity building,and implementing normalized management and control;(3)enhancing assessment,publicity and guidance,and establishing a long-term working mechanism.The results of this study provide a reference for improving the comprehensive management capability of railway external environmental safety.
