Considerations on Cost-efficient Development of High-speed Maglev Projects in the Context of Building China's Strength in Transportation
To address the challenge of substantial capital investment in high-speed maglev projects,a qualitative analysis was conducted on the factors influencing costs and benefits.Based on the study of capital investment in Japan's Chuo Shinkansen and China's planned high-speed maglev projects,the following considerations are presented to enhance the cost-effective development of high-speed maglev projects in the context of building China's strength in transportation from the perspective of reducing or delaying capital investment and improving benefits:(1)adapting to the passenger flow demand and scientifically selecting technical standards,including the design speed,length of receiving-departure tracks,and the number of main lines;(2)reasonably selecting underground,surface,and elevated systems,minimizing the proportion of underground lines to reduce construction costs;(3)determining the operator stage by stage to reduce the operating costs.For example,the local rail transit organization can be responsible for the operation at the initial stage and a national organization can be established to take charge of operation management at the later stage;(4)optimizing service supply to increase ticket revenue;(5)Linking the planning,design,construction,operation,and management to form an industrial chain to improve comprehensive benefits;(6)coordinating the demand of the society,economy and transportation,determining the construction time,giving priority to test lines within urban agglomerations before expanding to long trunk lines.
