The Vision of Speeding up the High-Quality Development of Xizang with"One City","One River"and"One Mountain and One Lake"as the Driving Poles
Based on the population,resources,market and the national major productivity layout in Xizang,this study proposes to build"one city","one river"and"one mountain and one lake"as the pioneers and driving poles of high-quality development in Xizang.It also proposes a concrete,indexed and actionable path to realize the vision.In the case of"one city"(Lhasa),it will focus on improving the scale of consumption,urban func-tions and the richness of scarce public service resources,so as to make the population and output value bigger and better.In terms of"one river"(Yarlung Zangbo River),with the power of"policy+market",the construc-tion process of"one river"mega power station will be transformed into the process of participation and enrich-ment of Tibetan farmers and herdsmen,and the construction site of the power station will be turned into a big stage to promote ethnic unity.In the case of"one mountain and one lake"(Gang Rinpoche and Lake Mansaro-var),focusing on the urgent demand of more than one billion Hindus for their pilgrimage,by treating the re-sources of"one mountain and one lake"well and enhancing the environmental carrying capacity of the region,and by making good use of the market rules,the scarce value of the resources,the facilities and the manage-ment of carrying capacity of the region will be enhanced.In addition,the paper discusses that the realization of the vision requires a synergy between institutional advantages and market roles,and the need to examine Xizang's resource advantages and resource allocation from a market perspective.At the same time,the realiza-tion of the vision needs to be supported by increased opening-up to the outside world and a solid foundation has been laid for this by the great situation in Xizang.
