Research on the Evolution Characteristics and Mechanism of Rural Industrial Land in Southern Jiangsu Based on Land Development Rights:Taking Z Town,W District,Suzhou City as an Example
The right to land development has played an im-portant role on the rural spatial order.This paper constructs an analytical framework of"macro granting of land develop-ment rights"-"practice of land development rights"-"spa-tial evolution of rural industrial land",and takes Z Town of Suzhou City as a case study.It is found that the spatial evolution of rural industrial land in southern Jiangsu pres-ents three stages:a fragmented pattern-the fragmentation pattern continues-fragmentation weakens,and the mech-anism behind it is that under the granting and restriction of macro land development rights,local-grassroots govern-ments,farmers and their collective organizations engage in fierce games around land development rights and their land appreciation benefits.In the future,the implementation of the governance of rural industrial land should pay attention to the transfer of land development rights and the introduc-tion of trading mechanisms,in order to achieve"good gov-ernance"of rural industrial land.
