Ruminations on Rental Housing and Land for Rental Housing
For individual residents and families,the choice to fulfill their housing needs by renting or purchasing housing is profoundly influenced by housing policies and systems,in addition to direct factors such as their own and their families'actual needs and economic conditions.It is precisely because the choice of renting or buying housing is a complex social issue that different countries and regions have formulated different housing policies and supporting systems based on political,economic,cultural,social,demographic and other considerations at the national level.Since the report of the 19th National Congress proposed to accelerate the establishment of a new type of urban housing system of"rent and purchase",the pace of the development of rental housing in big cities in China has been accelerating,and in 2020,the Central Economic Work Conference proposed that in order to"solve the outstanding problem of housing in big cities,the supply of land should be tilted to the construction of rental housing,and the land plan for rental housing should be listed separately".By sorting out the relationship between the urban housing system and the land and urban planning system at different historical stages in China,this paper proposes that in order to promote the high-quality development of rental housing,it is necessary to improve the land use for rental housing,firstly,further subdividing the major categories of residential land in the urban and rural land use classification standards,and adding the land classification of rental housing;secondly,preparing a good special plan for social housing and making good convergence with the neighborhood planning,so that rental housing land can be carried out in the statutory planning.At the same time,it is also necessary to innovate the land supply and land price mechanism for rental housing land.
