Evidence-based Rural Programming:Concept and the Methodological Framework
Rural programming is an important strategizing process for rural development,and it is also a key step to identify existing problems and clari-fy the requirements,goals and methods of solving these problems.Currently,a huge rural construction activity is being carried out in rural China.However,many of the rural plans and rural designs are difficult to implement.Some of them are unhelpful for its deviation from the real problems of villages.Worse still,some unwarranted plans and design outcomes lead to an unexpect-ed destruction to villages through the construction.To address those tricky problems,this article learns from the architectural programming to construct the concept and methods for rural programming which is carried out before the rural planning and rural design.It is intended to work as a guidance for the rural planning and design to make the planning and design outcomes helpful for the villages.Meanwhile,to make the programming more system-atic and objective,this article argues that it is necessary to learn from the Evidence-Based Method in medicine.Thus,the concept and methodological framework for the evidence-based rural programming is formed,to improve the working method and tool for the ongoing rural construction.
