赋能导向的TOD保障性住房综合体双老化改造——以厦门观音山公寓为例

近年来我国保障性住房高速发展,然而住区选址趋于边缘化,导致职住分离与长距离通勤等问题.公共交通是中、低收入人群和老年人最常用的交通方式之一,提高公共交通的便利性是解决保障性住房适老性的一大环节.而以公共交通为主导的TOD模式保障性住房优势众多.在以往的设计中,该模式虽然被运用,但是随着社会老龄化加重,早期适老性设计并不适用于当前的现状.本文以厦门观音山公寓的改造案例来解释如何提高该种保障性住房综合体的适老性.通过现场调研、分析问题、拟定目标与策略和最终的设计成果来完成观音山公寓的适老性提升改造.其中TOD保障性住房综合体应该提升的内容包括:老年人在交通始发、换乘和终点三种过程中的便利性;多种人群之间的流线组织;保障性住房老年人就业机会;公共活动空间适老性细节.
Empowerment-oriented Double-aging Renovation of TOD Affordable Housing Complex:a Case of Xiamen Guanyinshan Apartment
Affordable housing has developed rapidly in re-cent years,but the location of residential areas tends to be marginalized,and the ability of residents to choose resi-dence-employment places and cope with long-distance commuting has been declining.Public transport is one of the most commonly used modes of transport for middle-and low-income people and the elderly.Improving the con-venience of public transport is a major link to solve the old-age adaptability of low-income housing.Transit-Oriented Development model(TOD)has been used in previous de-signs,but with the aggravation of the aging society,they were not applicable to the current situation.In this paper,the renovation of Xiamen Guanyinshan apartment is used to explain how to improve the senility of this kind of wel-fare housing complex.Through site investigation,analysis of problems,formulation of objectives and strategies,and the final design results,to complete the elderly upgrading of Guanyinshan apartment.TOD welfare housing complex should improve the following contents:the convenience of the elderly in processes of transportation:starting,trans-ferring and ending;streamline organization among diverse groups of people;employment opportunities for the elderly in low-income housing;aging-friendly details of public ac-tivity space.
