健康交通评价体系框架研究——美国健康交通实践经验
Research on Traffic Evaluation Construction under Health Guidance:Taking Transportation Experience of America as Example

摘要
以我国现有健康交通评价指标体系的回顾为基础,对现有交通评价体系进行简要分析,总结健康交通评价体系存在的问题与不足.通过探索美国构建交通健康工具的相关参与人员、指标文件选择与指标体系构建过程,总结美国健康交通评价指标体系构建路径与方法.依据美国案例为我国现行健康交通评价体系提出一点建议:1.在指标依据方面,建议采取"大数据+指标文件"方法,通过提供数据支持健康交通指标体系;2.在指标体系方面,通过分层级和增加指标要素的方法,构建健康交通评价指标体系;3.在指标赋值方面,通过采用循证策略,保障指标的可行性;4.在公众审查方面,通过多角度考虑、多合作方共同参与的方法,完善健康交通指标体系.
Abstract
Based on the review of the existing healthy trans-portation evaluation index system in China,the existing transportation evaluation system is briefly analyzed to sum-marize the problems and deficiencies of the healthy trans-portation evaluation system.this paper briefly analyzes the existing traffic evaluation system and summarizes the prob-lems and deficiencies of the current health traffic evaluation system.By exploring the relevant participants,the selection of index documents and the construction process of trans-portation index system in the United States,the construc-tion path and method of American health traffic evaluation index system are summarized.According to the American case,the current health traffic evaluation system is pro-posed:1.in the aspect of index basis,it is suggested to adopt the method of"big data+index document"and pro-vide data to support the health traffic index system;2.in the index system,construct the healthy traffic evaluation index system by grading and adding the index elements;3.adopt the evidence-based strategy;4.improve the health traffic index system through the method of considering multiple perspectives and with the participation of multiple partners.
