Research on Rural Programming Based on Post-Planning Evaluation:a Case Study of Zhengying Village in Shiping County
In the process of rapid urbanization in China,ru-ral areas are constantly declining due to interference from various factors.Rural planning is a public intervention ad-dressing rural shrinkage and promoting sustainable devel-opment,playing a crucial role in enhancing the rural living environment,bridging the urban-rural gap,preserving vil-lage vitality,and advancing rural governance moderniza-tion.However,during implementation,numerous rural plan-nings have been formulated with planning goals and work contents that are detached from reality.This indicates that rural planning lacks practicality and yields poor results.By combing the domestic academic research on rural evalua-tion and rural construction programming,and introducing the concept of post-planning evaluation,the paper system-atically analyzes the essence and methodologies of rural programming while endeavoring to establish a tool for rural post-planning evaluation.Taking Zhengying village in Ship-ing county as an example for empirical research purposes,the study presents a value matrix of rural programming,makes value ranking,and proposes a task book for rural programming,so as to providing references for the entire process of implementing rural planning and design.
