城镇集中建设区二级规划分区划定管控思路研究——以云南省普洱市主城区为例

国土空间规划建立了全域全覆盖的分区用途管控体系并构建了城镇集中建设区二级规划分区.但关于城镇集中建设区下不同类型分区的具体划定方法、边界基准、管控机制等内容尚未明确,相关研究也尚不充分.本研究根据相关技术指南中的工作要求,构建城镇集中建设区二级规划分区"调查-分析-规划"的完整技术路径,并对划前评估、划定步骤、边界规模控制等问题开展探讨.同时借鉴相关优秀经验,提出用途管控规则传导机制、功能混合2个方面的建议.最后,以普洱市主城区为例进行实践,验证提出方法的有效性和可行性.通过构建科学合理的划分方法与刚弹结合的管控规则,形成编管一体、有效传导、多维综合的国土空间总体规划城镇集中建设区划定管控工作方法,为分区划分实践提供有效指导.
Abstract
The national spatial planning has established a comprehensive zoning and use control system with full coverage,and constructed second-ary planning zones for urban concentrated construction areas.However,the specific delineation methods,boundary benchmarks,and control mecha-nisms for different types of zones under urban concentrated construction ar-eas are not yet clear,and related research is also insufficient.This study con-structs a complete technical path of"investigation-analysis-planning"for the secondary planning zoning of urban concentrated construction areas based on the work requirements in relevant technical guidelines,and explores is-sues such as pre planning evaluation,delineation steps,and boundary scale control.At the same time,drawing on relevant excellent experience,the pa-per proposes suggestions in two aspects:the transmission mechanism of usage control rules and the mixing of functions.Finally,taking the main ur-ban area of Pu'er City as an example,the effectiveness and feasibility of the proposed method were verified through practice.By constructing a scientific and reasonable divi-sion method combined with rigid and flexible control rules,a comprehensive and multi-dimensional urban centralized construction area delineation and control work method is formed,which integrates planning and management,effec-tive transmission,and multi-dimensional synthesis,provid-ing effective guidance for zoning practice.
