Collaborative Network Research on Urban Flood Emergency Management from a Resilience Perspective
In recent years,extreme weather and climate events occur frequently,and urban flooding poses a serious threat to social security.In order to effectively deal with emergency disaster events,starting from the perspective of synergy,7-31 Beijing rainstorm is taken as a research case.Based on structural holes and social network analysis method,and tak-ing relevant functional departments involved in rescue as research objects,inter-departmental 2-mode disaster emergency response synergy network is constructed.Through the analysis,it is concluded that municipal-level emergency response or-ganizations are more cohesive,have more access to resources and information,and have more ability to use structural holes.In contrast,the overall synergistic ability of county-and district-level emergency response organizations is relatively weak,and their node relationships are loosely connected.Based on this,it is proposed to strengthen the emergency coordi-nation ability of district and county governments,deepen the cooperation between marginal organizations and core depart-ments,and improve the efficiency of city-district resource information transfer.It provides reference for mitigating disaster losses,clarifying organizational synergies in the emergency response network,and improving the synergistic linkage mechanism.
