Preliminary Research on Information Construction to Improve China's Emergency Response Capability
Focusing on the framework of"great security and great emergency,"this paper provides an in-depth analysis of the current situation of emergency management information construction both domestically and abroad.By reviewing and analyzing the emergency response process of the"7·20"heavy rainstorm disaster in Zhengzhou,Henan Province,in July 2021,and the flooding disaster in the Beijing-Tianjin-Hebei region in July 2023,it sorts out the three major problems:insufficient disaster early warning and response ability,insufficient unified command and dispatch ability,and insufficient comprehensive research and judgment ability.The paper also puts forward the overall construction idea of improving post-disaster emergency response ability and proposes the overall construction idea of"neural network,""blood vessel and vein,""skeletal muscle,"and"five organs and six organs"for post-disaster emergency management.The"four horizontal and four vertical"architecture de-sign,based on sensing,communication,and knowledge,is intended to run through the entire process of disas-ter monitoring,early warning,response,and disposal.Aiming at the problems of vision,brainpower,and com-bat effectiveness in actual combat,the paper puts forward three countermeasures:strengthening the data co-construction and sharing mechanism with multiple departments,formulating the full-coverage,comprehensive,and intelligent top-level design scheme of emergency management across regions,departments,and levels,ex-ploring the promotion mechanism of the emergency industry,and driving the development of the entire emergency industry chain.It also builds a system for improving post-disaster emergency capacity.This will improve our ca-pacity for disaster prevention,reduction,relief,and handling of major emergencies,and effectively prevent and defuse major security risks.
