摘要
新中国成立 70 多年来,我国民办幼儿园办园政策经历了初创(1978-1985)、发展(1985-1997)、规范(1997-2010)、转型(2010-2016)与新发展(2016-今)五个阶段,遵循与经济体制相适应、从支持到规范和以社会需求为导向的嬗变逻辑.现在此基础上提出明确政府职责、制定长期规划、以社会需求为导向、加强监管、引入适当的市场竞争机制的新时代民办幼儿园办园政策建议.
Abstract
During the past 70 years since the founding of the People's Republic of China,the policy for running private kin-dergartens in China has gone through five stages:initial creation(1978-1985),development(1985-1997),standardization(1997-2010),transformation(2010-2016),and new development(since 2016),which has followed the evolutionary logic of adapting to the economic system,moving from support to regulation,and being guided by social needs.Based on this,now new advice for running private kindergartens in the new era is proposed,which includes clarifying the government's responsibilities,formulating long-term plans,guiding by social needs,strengthening supervision,and introducing appropriate market competi-tion mechanisms.
