摘要

我国教育部提出要以适宜融合为目标办好特殊教育,既彰显了特殊教育高质量发展的内在要求和融合教育发展转型升级的必然趋势,同时也为特殊教育治理现代化水平提升指明了方向.作为二战后特殊教育融合发展的积极倡导者,美国的实践路径与驱动机制为我国提供了有益的借鉴与启示.当前,我国特殊教育融合发展面临目标指向倡而失导、实施过程求同去异、教育结果合而不融等现实困境,需要通过强化特殊教育融合发展主体责任、优化教师融合教育素养发展保障机制、提高融合教育课程教学适应性水平、健全特殊教育融合发展质量评价制度等路径举措,推动特殊教育适宜融合发展目标的实现.

Abstract

The Chinese Ministry of Education has proposed to pursue better special education with the goal of achieving ap-propriate inclusion,which not only highlights the inherent requirements for the high-quality development of special education but also reflects the inevitable trend of transformation and upgrading in the development of inclusive special education.Simultaneous-ly,it provides direction for the modernization of special education governance.As an active advocate of the inclusive development of special education after World War Ⅱ,the practice path and driving mechanism of the United States provide beneficial experi-ence and enlightenment for China.At present,the inclusive development of special education in China is faced with realistic di-lemmas,such as the goal is to advocate but not to guide,the implementation process is to seek common ground while elimina-ting differences,and the educational results are not integrated.Therefore,it is necessary to strengthen the main responsibility of the inclusive development of special education,optimize the guarantee mechanism of teachers'inclusive education literacy devel-opment,improve the teaching adaptability of inclusive education courses,and improve the evaluation system of the quality of in-clusive development of special education,so as to promote the realization of the goal of inclusive development of special educa-tion.
