跨部门协同视角下的新时代"枫桥式工作法"研究

摘要
跨部门协同是"枫桥式工作法"的重要组成部分.本研究采用"结构—过程"模型,通过对58 个"枫桥式工作法"典型事迹进行文本分析,探讨新时代"枫桥式工作法"中的跨部门协同治理机制运行过程与逻辑.研究发现,在"枫桥式工作法"中,跨部门协同的结构层面展现出了清晰的特点和优势:党建引领有力、部门职责清晰互补、法治保障健全;跨部门协同的过程层面呈现出了以人民为中心的价值导向、以就地解决问题为目标设定、以快速主动来响应任务分配、以四治融合为措施方法.结构和过程相互依存、相互作用,结构形塑过程、过程反作用于结构,结构与过程的互动关系是推动新时代"枫桥式工作法"不断发展的重要动力.
Abstract
Interdepartmental collaboration is an integral component of the"Fengqiao-Style Work Method".This study employs a"Structure-Process"model and conducts a textual analysis of 58 typical cases of the"Fengqiao-Style Work Method"to explore the operational process and logic of interdepartmental collaborative governance mechanisms in the new era.The research found that within the"Fengqiao-Style Work Method",the structural aspect of interdepartmental collaboration shows clear characteristics and advantages:strong Party leadership,clear and complementary departmental responsibilities,and a sound legal guarantee system.The process aspect of interdepartmental collaboration exhibits a people-centered value orientation,goal setting focused on local problem resolution,rapid and proactive response to task allocation,and a four-pronged approach to governance integration.Structure and process are interdependent and interactive;structure shapes the process,and the process in turn influences the structure.The interactive relationship between structure and process is a crucial driving force for the continuous development of the"Fengqiao-Style Work Method"in the new era.
