摘要
社会治理共同体是基于共同空间的地缘、情感、行动、利益的共同体,"社会治理"和"共同体"具有相互组合的必然性.从社会治理共同体的角度,构建"共建共治共享"的社会治理格局,借鉴域外纠纷化解经验,完善社会规范体系,建立政府与法学群团组织合作机制,发挥法学专家、民间调解员等民间法治资源作用,在合作共建、多元共治、多方共享中形成矛盾纠纷多元化解的民间法治供给机制,努力建设更高水平的平安中国、法治中国.
Abstract
The social governance community is based on the commonality of geography,emotion,action,and interest within a shared space.There is an inherent necessity in the combination of"social governance"and"community".From the perspective of the social governance community,it is important to build a social governance pattern of"co-construction,co-governance,and sharing",drawing on foreign experience in dispute resolution,improving the social normative system,establishing a cooperative mechanism between the government and legal organizations,and leveraging the role of legal experts,non-governmental mediators,and other non-governmental rule of law resources.In the process of cooperative co-construction,diverse co-governance,and multi-party sharing,a diversified non-governmental rule of law supply mechanism for resolving conflicts and disputes is formed,striving to build a higher-level peaceful China and rule of law in China.
