空间重构与社区网格化治理——以工业社区警务网格化治理为例

在经济快速发展过程中,出现了高度集聚的现代工业园区.基于空间生产理论,通过阐释空间重构与工业社区网格化治理的内在逻辑,提出工业社区内依托生产空间开展网格化治理的目标和任务已发生改变.开展网格化治理的关键是思考如何实现协同共治.公安机关应当基于工业社区的共性特征及三类工业社区在空间和社会关系上的差异,构建工业社区警务网格化治理新模式,重点是以企业网格为基础、以企业自治为支撑,重建治理空间和再造治理流程.在此基础上,还应当发挥党建引领作用、进一步调动企业和员工治理积极性、通过公共空间重构促进新居民融入社区等,以不断完善工业社区网格化治理模式,提升治理效能.
Abstract
In the process of rapid economic development,highly clustered modern industrial parks have emerged.Based on the theory of spatial production,by explaining the internal logic of spatial reconfiguration and grid-based governance in industrial communities,it is proposed that the goals and tasks of grid-based governance relying on production space in industrial communities have changed.The key to implementing grid governance is to consider how to achieve collaborative governance.Public security organs should build a new model of grid-based governance for industrial community policing based on the common characteristics of industrial communities and the differences in space and social relations among the three types of industrial communities,with a focus on rebuilding governance space and recreating governance processes with enterprise grid as the foundation and enterprise autonomy as the support.On this basis,it should also play a leading role in party building,further mobilize the governance enthusiasm of enterprises and employees,and promote the integration of new residents into the community through the reconfiguration of public space,in order to continuously improve the grid-based governance model of industrial communities and enhance the effectiveness of governance.
