Action Logic and Embedding Mechanism for Urban Public Policy Innovation with Collaborative and Interactive Governance——A Case Study Based on the "Three Downs Project" of Xi'an Municipal Public Security Bureau
Based on the field research of the"Three Downs Project"of Xi'an Public Security Bureau,this study applies the theory of collaborative and interactive governance to construct an analytical strategy.It aims to establish a multi-party interactive model involving the state,market,and society to enhance the efficiency of public services and reveal the operating mechanism of urban public policy innovation.The research found that public policy innovation is a gradual process of achieving collective consensus in the governance community,embedding two-way interaction,and endowing policy legitimacy.The function of government"Meta Governance"plays a key guiding role in mechanism integration;In order to effectively resolve the negative consequences of inefficient decision-making,participation squeeze,coordination failure,and accountability failure of traditional policy innovation models,public security organs need to take specific meta governance actions such as establishing a common vision,setting up institutional rules,building interactive platforms,and cross-border dissemination and diffusion,so as to promote the integration of market mechanism"trust",community mechanism"network",and administrative mechanism"authority"into public governance mechanisms,create a new pattern of social governance for co-construction,co-governance,and sharing,and build a Chinese characteristic public policy innovation model of"Party Building Leadership,One Core and Diversity".
