摘要
自媒体平台的兴起扩大了网络谣言的扩散范围,提升了网络谣言的传播速度,给社会治理带来诸多问题.当前,我国在自媒体网络谣言治理实践中形成了以行政手段、刑事措施和私力救济为主的自媒体网络谣言治理体系.但是,近年来人工智能、AI技术等新技术的普遍适用致使自媒体网络谣言传播力和数量不断提升,对现存自媒体网络谣言治理体系造成巨大压力.坚持新时代"枫桥经验"以民为本、基层治理、公平正义的价值意蕴,探索新时代党政引领的组织化治理,科技赋能的智能化治理,基层主导的社会化治理的自媒体网络谣言多元治理模式,对推进网络谣言治理工作具有现实意义.
Abstract
The rise of self-media platforms has expanded the scope of internet rumors,improved the spreading speed,and created many problems for social governance.At present,China has formed a self-media internet rumor governance system based on administrative means,criminal measures and private remedies in the practice of self-media internet rumor governance.However,in recent years,the prevalence of new technologies such as artificial intelligence and AI technology has led to a continuous increase in the dissemination and number of rumors in the self-media network,which has exerted tremendous pressure on the existing self-media internet rumor management system.Adhering to the value implication of people-centred,grassroots governance,equity and justice based on"Fengqiao Experience"in the New Era,exploring the multi-dimensional governance model of self-media network rumor in the new era,which is led by the party and government,enabled by science and technology,and led by grassroots,is of practical significance to the advancement of the governance of network rumor.
