"专业+机制+大数据"新型警务运行模式是系统观念在警务机制改革中的生动实践,是现阶段新质公安战斗力的主要生成模式.新型警务运行模式下新质公安战斗力体系主要包括主动发现能力、绝对控制能力、严密证明能力."专业"主要解决战力生成问题,要注重专业人才建设和专业能力建设;"机制"主要解决战力分配问题,要发挥好"情指行"一体化机制的牵引作用;"大数据"主要解决战力提升问题,要注重数据的基础采集、数据治理、安全管理和赋能基层.
Abstract
The new police operation mode of"professionalism+mechanism+big data"is a vivid practice of the system concept in the reform of the police mechanism,and is the main generation mode of the new quality public security combat capabilities at the present stage.The new quality public security combat capabilities system under the new police operation mode mainly includes the capabilities of active detection,absolute control and rigorous evidence."Professionalism" mainly solves the problem of generating combat power,and should focus on building professional talents and professional capabilities;"Mechanism" mainly solves the problem of allocating combat power,and we must give full play to the leading role of integrating"intelligence,command and action";"Big Data" mainly solves the problem of enhancing combat power,focusing on basic data collection,data management,security management,and empowering grassroots unit police affairs.
