信访信用治理制度的生成与作用逻辑

浙江省在探索信访工作现代化过程中,通过信访事项有序退出、信访信用治理、依法处理在程序上形成闭环,以规范信访行为.作为规范信访行为的重要环节,信访信用治理是在自治、法治、德治"三治"融合的社会治理框架内,依托村规民约、社区公约制定的一项标准化、可操作的信访信用信息评定、奖惩、修复机制,旨在通过信用上的奖惩机制调节并规范信访人的行为.信访信用治理制度达成治理目标源于正式制度的刚性约束力与非正式制度的柔性约束力的深度融合.
Abstract
In the process of exploring the modernization of the work of letters and visits,Zhejiang Province has formed a closed loop in the procedures for regulating the conduct of letters and visits through the orderly withdrawal of such matters,the credit management of letters and visits,and the handling of such matters in accordance with the law.As an important part of regulating the behavior of letters and petitions,the credit governance of letters and petitions is to develop a set of standardized and operable mechanisms for assessing,rewarding,punishing and repairing the credit information of letters and petitions,relying on village rules and community conventions,and to regulate and standardize the behavior of the petitioners through the credit reward and punishment mechanism,within the framework of the integration of the three social governance frameworks of self-governance,the rule of law and moral governance.The credit governance system for letters and petitions achieves its governance goals through the in-depth integration of the rigid binding force of the formal system and the flexible binding force of the informal system.
