摘要
作为我国基层社会治理的典范、我党领导人民推进国家治理体系和治理能力现代化的一条基本经验,新时代"枫桥经验"已成为我国政法综治战线的一面旗帜.推进"枫桥经验"地方立法,是实现新时代"枫桥经验"制度化的必然要求,也是由"枫桥经验"内涵的法治基因决定的.通过对以《绍兴市"枫桥经验"传承发展条例》为代表的"枫桥经验"地方立法的实践展开多重理论审视,探究其所蕴含的当代价值,对于更好地把握我国地方立法的"有特色"原则及通过地方立法因地制宜传承发展"枫桥经验"都具有重要的指引与启示意义.
Abstract
As a model of grassroots social governance in China and a fundamental experience in advancing the modernization of China's national governance system and governance capacity under the leadership of the Communist Party of China,the"Fengqiao Experience"in the New Era has become a banner in the field of politics,law,and comprehensive social governance in our country.Promoting local legislation based on the"Fengqiao Experience"is not only an inevitable requirement for institutionalizing the"Fengqiao Experience"in the New Era but also decided by the inherent legal genes within the"Fengqiao Experience".Conducting multi-faceted theoretical examination of the practical implementation of local legislation on the"Fengqiao Experience",exemplified by the"Regulations on the Inheritance and Development of the'Fengqiao Experience'in Shaoxing City",and exploring its contemporary values,hold significant guidance and enlightenment for better grasping the principle of"unique local characteristics"in China's local legislation and for inheriting and developing the"Fengqiao Experience"through local legislation tailored to local conditions.
