摘要
警务数字化转型是一场重塑价值增长方式的颠覆性革命,需要走过一段展示技术能力与实现其广泛应用前景之间的"中间时代".当前我国警务数字化转型实践中信息查询应用居多,基于数据预测的系统性解决方案尚不多见.跨越"中间时代"需要重塑警务价值参照体系,构建数据驱动的团队式、网络化组织结构,形成一套数据驱动决策的促进机制,优化目标管理系统和数字资源管理模式,孵化数字公安新模态,公安机关新质战斗力才会在警务数字化转型过程中不断得到提升.
Abstract
The digital transformation of policing is a disruptive revolution that reshapes the way of value growth,requiring an"intermediate era"between showcasing technological capabilities and realizing their broad application prospects.In the current practice of digital transformation of police affairs in China,information query applications are mostly used,and systematic solutions based on data prediction are still rare.To cross the"intermediate era",it is necessary to reshape the value reference system of policing,build a data-driven team style and networked organizational structure,form a data-driven decision-making promotion mechanism,optimize the target management system and digital resource management mode,incubate new models of digital public security.So the combat effectiveness of public security organs can be continuously improved in the process of digital transformation of policing.
