Digital literacy of civil servants:The conceptual feature,structure measurement and advancement path
How to cultivate and improve the digital literacy of civil servants is not only an important practical issue in strengthening the practice of digital government construction,but also a popular topic in human resource management research of public sectors.On the basis of a comprehensive review of relevant literature,this study clarifies the concept connotation and characteristics of civil servants'digital literacy,systematically explores the conceptual frameworks of civil servants'digital literacy,and analyzes the commonness and in-depth connection of these conceptual frameworks in the structural dimension.Based on the Situated Learning Theory,the study constructs an advancement path and strategy integration model regarding civil servants'digital literacy linked by"civil servants—digital government—digital society",and puts forward the optimization path and advancement strategy from the five aspects of civil servants'digital thinking and cognition,digital knowledge and skills,digital administrative skills,comprehensive enhancement of digital governance capabilities,and the supporting role of digital government and digital social security.
